There was a work session on the merger between the Office of Community and Economic Development and the Department of Finance and Administration. This presentation included updates on the Modern Government Initiative. The work session showed what ModernGov plans on doing next with the next CEDO and DFA departments.

The Council voted to accept a grant from the Friends of the Fletcher Free Library to the Fletcher Free Library Preservation Project of the 1904 building. This grant is $845,000 to fund to restore the original building. Other funding for this Project includes the National Endowment for the Humanities, Senator Patrick Leahy, and the Vermont Historic Preservation. 

The Mayor brought a slate of Fiscal Year 2026 Mayoral Appointments to the Council to be approved and confirmed at this June 2, 2025 City Council meeting. Appointments included Chief Administrative Officer, City Attorney, and Director of Community and Economic Development Office. The following departments will continue to have vacancies: Police Department, Parks, Recreation, and Waterfront, REIB, Human Resources, and Deputy City Attorney. 

There was a public hearing regarding the Neighboorhood Code. The Council voted to approve a resolution on impact fees.

The Council voted to approve the 2025 Commission and Board Appointments.

The Council vote to approve a resolution ceremonially designating Church Street as “Canada Street/Rue Canada” to welcome Canadian visitors and welcome tourism. The Council will use initiative funds to purchase promotional materials and signage, work with local businesses, the Church Street Marketplace District, BWD, and BCA to amplify outreach to Canadian tourists. 

The Department of Public Works and its Water Resources Division asked the City Council to approve the first reading of an ordinance that would provide enabling legislation for enhancing the Water Resources affordability program. This means that the Transportation, Utilities and Energy Committee can review the policy and report back to the City Council about it prior to final adoption.

The Council authorized the use of the Conservation Legacy Fund for a $13,000 grant to the Winooski Valley Park District for the design and engineering of shoreline erosion mitigation at Derway Cove and Mayes Landing.

The Council will voted to authorize a loan up to $2,192,700 from the Vermont Clean Water State Revolving Fund and for an amended engineering contract with Wright Pierce for up to $2,192,700 for Main Wastewater Plant Improvements. 

There was a Public Hearing on the Community Development Block Grant and HOME Investment Partnerships. This will include the proposed allocations for the 2025 Action Plan for Housing & Community Development. The City anticipates receiving $745,925 in CDBG entitlement funds and $331,651 in new HOME funds to support housing, community and economic development activities for the 2025 program year.
